If we could change one setting on a struggling profile, it would almost always be the primary category. It determines which search queries your business is even considered for, and a wrong choice caps your visibility no matter how much else you do right.
Reverse engineer from the results, not the list
Do not browse Google's category list and pick the one that sounds most accurate. Instead, search the terms you want to rank for, look at the businesses ranking in the top three, and check what their primary category is.
Consistency across those top results tells you what Google associates with that query. If five of six use the same category and you use something different, that difference alone can explain your absence.
Secondary categories broaden, they do not dilute
Secondary categories make you eligible for additional queries without weakening your primary association. Add every category that genuinely describes work you perform.
The mistake is adding aspirational categories for work you do not actually do. That produces mismatched leads and, if reported, can put your listing at risk.
Recheck quarterly
Google adds, merges and retires categories continually. A category that was optimal eighteen months ago may have been replaced by something more specific.
A quarterly review takes fifteen minutes and occasionally uncovers a change worth more than a month of content work.
